The United Kingdom and France Will Dispatch Troops to the Country in the event that a Peace Agreement is Finalized

The British and French governments have signed a statement of purpose concerning the stationing of armed personnel in the nation in the event a peace deal be concluded with Russia, the British leader, Keir Starmer, has declared.

After talks with allied nations in the French capital, he indicated that the UK and France would "establish operational bases across Ukraine and erect secure installations for weapons and defense matériel" to prevent any future invasion.

The partner countries also put forward that the US would take the lead in overseeing a truce.

Moscow has consistently cautioned that any external forces in Ukraine would be considered a "valid objective", but has not yet responded on this recent declaration.

The Situation and Continuing War

Moscow's leader Vladimir Putin initiated a full-scale invasion of Ukraine in the start of last year, and Russia at this time controls roughly 20% of Ukrainian territory.

"This is a vital part of our vow to support Ukraine for the duration," remarked Starmer.

National leaders and senior officials from the "Partner Group" participated in Tuesday's talks.

He stated at a shared media briefing, Starmer further said: "It establishes the framework for the operational parameters under which British, French, and partner forces could work on the ground in Ukraine, securing Ukraine's skies and seas, and restoring Ukraine's armed forces for the time to come."

The UK prime minister also stated that Britain would participate in any Washington-directed monitoring of a possible ceasefire.

Security Guarantees and Negotiation Stances

Lead Washington representative Steve Witkoff said that "long-term safety pledges and strong prosperity commitments are critical to a lasting peace" in Ukraine – referring to a central condition made by Kyiv.

He said the allies had "substantially agreed on" their work on finalizing such guarantees "so that the Ukrainian people know that when this conflict ends, it ends forever."

The former US envoy, US President Donald Trump's special envoy, also participated in the discussions.

Separately, President Macron Emmanuel Macron declared that Ukraine's partners had made "major advances" at the negotiations.

He said that "strong" defense assurances for the Ukrainian government had been agreed in the case of a possible truce.

President Volodymyr Zelensky said that a "significant development" had been made in the talks, but added that he would only view efforts to be "adequate" if they resulted in the conclusion of the war.

Earlier, he indicated a settlement was "largely prepared". Settling the last 10% would "determine the outcome of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the forefront of unresolved issues for the parties involved.
  • Putin has consistently stated that Ukrainian troops must withdraw from the entirety of Ukraine's eastern Donbas or Russia will occupy it, refusing any compromise over how to conclude the war.
  • Zelensky has to date ruled out giving up any land, but has floated the idea that Ukraine could move its forces to an agreed point – but only if Russia follows suit.

Russia currently occupies about 75% of the Donetsk region and some 99% of the bordering Luhansk. The two regions form the industrial region of the Donbas.

The original US-led comprehensive framework that was circulated to the media last year was viewed by Kyiv and its partners in Europe as being disproportionately favorable in Moscow's direction.

This led to a period of high-level diplomacy – with Ukraine, the US and European leaders trying to amend the draft.

The previous month, Kyiv sent the US an revised proposal – as well as additional documents detailing possible security guarantees and arrangements for Ukraine's reconstruction, he stated.
